[Abstract]
As the global community approaches the 2025 deadline for submitting the each country’s third round of Nationally Determined Contribution (NDC), this policy brief aims to support Lao PDR in developing a practical roadmap for NDC 2035 (NDC 3.0) preparation by evaluating the gaps and limitations of the current NDC (NDC 2.0) and providing strategic guidance for its improvement. The process emphasizes the need for a systematic and integrated approach — linking NDC target setting, implementation, and monitoring — especially as Lao PDR experiences economic growth and structural transformation. With rising energy-related emissions and an accelerating global climate regime, including the Global Stocktake and upcoming NDC 3.0 submissions, the urgent need for a robust national system for NDC implementation and continuous enhancement is growing.
